In a medium bowl, whisk together the flour, the baking soda, the and salt. Toss them with chocolate.
In a second bowl, break up the brown sugar, making sure there are no lumps. Add the granulated sugar, the oil, the water, and the vanilla and whisk to combine. Add the flour mixture and mix until just combined (there should be no lumps of flour).
Line 2 cookie sheets with parchment paper. Spoon out 2-inch mounds of dough, spacing 2 inches apart. Freeze 30 minutes.
Heat the oven to 375°F. Bake the cookies, rotating position of pans after 6 minutes, until the edges are golden brown, it should take 9 to 12 minutes in total. Let them cool and enjoy.
